The Department of Public Safety and Service shall direct the attention of Council to all encroachments made on any streets, avenues, lanes, alleys, or any other public property and cause resolutions to be presented directing the Director of Public Safety and Service to serve the necessary notice requiring a vacation of the encroachments. The Director shall keep in his office a record of all such notices served and the date of service, and transmit to Council a copy of the notice, showing date of service.
