(a) No person, being a transient dealer, shall open a place or store for the sale of goods, wares, or merchandise within the corporate limits of the City without first obtaining a license to do so from the Mayor.
(b) Any person desiring to open a place or store in the City for the purpose contemplated by this subchapter shall, before doing so, apply to the Mayor for a license, and pay therefor to the Mayor for the use of the City the sum of fifteen dollars ($15.00) for each day the place or store is kept open, not exceeding ten days, and the sum of ten dollars ($10.00) per day for each day the place or store is kept open thereafter.
(c) The Mayor shall, upon receiving any license fee as provided in subsection (b) hereof, issue a license for the purpose contemplated by this subchapter for as many days as the fee so paid shall cover. The Mayor may, for cause satisfactory to himself, revoke the license and return to the licensee whatever excess in fee that may have been paid.
