Any person who exhibits or allows the operation or use of any mechanical amusement device, or operates an amusement arcade, without first obtaining a license and paying the fee required therefor, or otherwise violates the terms of this chapter or any rule or regulation of the Mayor and/or Safety Service Director established and adopted hereunder, shall be guilty of a misdemeanor of the second degree. In addition to and independent of such fine or imprisonment, such licensee so convicted may be further punished by having his license revoked.
