(a) No owner or custodian of any animal that has died shall permit the animal to lie on any public ground, street, or private lot within the City, nor shall any person throw such an animal into any stream or pool of water within the City. It shall be the duty of the Board of Health to remove and bury, or cause to be buried, all dead animals when the owner neglects or refuses to do so, at the expense of the owner thereof, when the owner is known. When the owner is not known, the Board of Health shall cause the dead animal to be buried at the expense of the City, and the Board shall submit to the City Auditor a certificate of the expense it has incurred. The Auditor shall dispose of the certificate as is provided with expenses incurred in other cases.
(b) No person shall move or transport through the streets or alleys within the City the carcass of any dead animal unless the person has procured a permit to do so from the Health Commissioner. No person shall be permitted to remove, carry or transport any dead animal along, through or over any public street or public ground within the City unless the animal is covered with canvas or other suitable material.

(c) Whoever violates this section is guilty of a minor misdemeanor. Each day’s violation constitutes a separate offense.
