351.09 SNOW EMERGENCIES.
   (a)   In order to facilitate the cleaning of certain streets and to expedite the free flow of vehicular traffic, no person shall park a motor vehicle on the streets designated in subsection (d) below at those times as the United States Weather Bureau records indicate that three inches of snow have fallen and there is a prospect of a further snowfall. All motor vehicles parked prior to the time weather conditions, as described herein, make parking unlawful shall be removed by their owners or operators. Any motor vehicle parked in violation of this prohibition shall be removed at the order of the chief law enforcement officer and the owner or operator thereof shall be deemed to be in violation of this section.
   (b)   It shall be the responsibility of the owners or operators of motor vehicles to ascertain whether weather conditions require the removal of their motor vehicles from the streets designated in subsection (d) below and to remove all motor vehicles parked in violation of this section. While the City will make every effort to inform the public of the existence of weather conditions requiring removal of parked motor vehicles from the streets designated in subsection (d) below, the owners and operators of motor vehicles parked in these areas shall have full responsibility to determine existing conditions and to remove parked motor vehicles if the weather conditions are such as to require their removal under the provisions of this section. The law enforcement office shall use all available means of disseminating information as to the existence of weather conditions requiring removal of parked motor vehicles from the areas designated. The notice shall be disseminated through the radio, newspaper, and all other available media to the extent feasible. The dissemination of this information, however, shall not relieve owners or operators of motor vehicles from the responsibility of ascertaining the existence of weather conditions requiring the removal of parked motor vehicles from the areas designated.
   (c)   After the United States Weather Bureau records indicate that three inches of snow have fallen and there is a prospect of further snowfall, the chief law enforcement officer shall order the removal of all vehicles on the streets designated in subsection (d) below which have not been removed their owners or operators. The vehicles shall be removed to a motor vehicle pound. Records shall be kept by the law enforcement office of all vehicles removed.
   (d)   The streets where parking is prohibited after three inches of snow have fallen and there is a prospect of further snowfall are as follows. There shall be no parking in these areas until all snow is removed.
      (1)   Chestnut Street, from Second Street to the corporate limits.
      (2)   Main Street, from Second Street to Eleventh Street.
      (3)   Walnut Street, from Second Street to Fifteenth Street.
      (4)   Cambridge Road, from Walnut Street to corporate limits.
      (5)   Orange Street, from Sixth Street to Fifteenth Street.
      (6)   Denman Avenue, from Otsego Street to Cambridge Road.
      (7)   Third Street, from Chestnut Street to Walnut Street.
      (8)   Fourth Street, from Chestnut Street to Walnut Street.
      (9)   Fifth Street, from Chestnut Street to Walnut Street.
      (10)   Sixth Street, from Locust Street to the corporate limits (Bank Street).
      (11)   Seventh Street, from Chestnut Street to Otsego Street.
      (12)   Fifteenth Street, from Chestnut Street to Orange Street.
      (13)   Second Street, from Chestnut Street to Bridge Street.
      (14)   12th Street, from Chestnut Street to Orchard Street.
      (15)   East Main Street, from Main Street to 14th Street.
      (16)   Orchard Street, from 11th Street to 12th Street.
      (17)   Hay Place, from Elm Street to Orange Street.

   (e)   Whoever violates or fails to comply with any of the provisions of this section is guilty of a minor misdemeanor. In addition, where a motor vehicle is towed to a motor vehicle pound, the motor vehicle may be removed only upon payment of towing charges imposed.
