The following are minimum specifications for the repair of streets that have been cut and excavated for any reason, including for the installation or repair of any conduit, public or private. The entity or person responsible for removing the pavement shall do the following:
(a) Prior to doing any excavation must call "811", the Ohio Underground Protection Service, and request a digging ticket,
(b) For planned excavations, notify the City's Director of Public Works or their designee twenty-four (24) hours before excavation begins, and again prior to backfilling is started.
(c) For emergency excavations, notify the City's Director of Public Works or their designee immediately upon beginning the excavation, if possible, but no later twenty-four (24) hours after starting the excavation, and again prior to backfilling is started.
(d) All streets and curbs must be saw cut prior to doing any excavation work and all void areas must be included in the cut before restoration begins.
(e) Replace excavated material with sand to a depth of twelve (12) inches above the installed conduit and compact using mechanical tamping equipment.
(f) Fill the remaining excavation area, to a ODOT Item 613 Low Strength Mortar (LSM) Backfill, Type 2. The work and material used shall be described in the current edition of the State of Ohio's Department of Transportation (ODOT) Construction and Materials Specification manual.
(g) For repairs made to concrete streets, the repair above the LSM shall be filled with ODOT Item 452, Non-Reinforced Portland Cement Concrete Pavement to a depth matching the existing pavement depth or to a depth of eight (8) inches, whichever is greater.
(h) For repairs made to asphalt streets, the repair above the LSM shall be two (2) separate lifts each being two (2) inches of ODOT 441, Asphalt Concrete Surface Course Type 1 (448) PG 64-22. If asphalt is not readily available, the concrete specified in paragraph (h) can be used.
(i) If required materials are not readily available, steel plates are to be used to safely secure the excavation site until materials become available.
(j) Fill repairs extending beyond the edge of the pavement extend the excavation twenty-four (24) inches beyond the edge of pavement.
(k) The excavator shall warranty their work for one year from the date of the repair.
(l) The excavator shall remedy all warranty work at no charge to the City of Coshocton within thirty (30) days of Notice by the City of Coshocton. Failure to do so shall result in the following penalties.
