No person shall open or tear up any of the paved streets and alleys in the City for the purpose of installing or repairing any underground work without first making an application for and obtaining a permit from the Director of Public Safety and Service. Permit fees are fifty dollars ($50.00) and are negotiable by the Director of Public Safety and Service when appropriate.
