(a) No person, firm or corporation shall erect or construct a house or any building or structure of any kind, or enlarge, alter, repair, remodel, improve, or rehabilitate any house or other building or structure, unless such person has first obtained a permit therefore from the Director of Public Safety and Service. Such permit shall be obtained by filing with the Director a sworn application signed by the owner of the premises on which the proposed construction, erection or renovation is to be made, or his agent, and shall be accompanied by plans and specifications for the same. If such plans and specifications do not show that proper provisions have been made for public fire and sanitation protection, or for police control or for prevention of a nuisance, the Director shall refuse to grant the permit. Such applications shall contain a statement of the approximate cost of such construction, erection or renovation, and a brief description with reference to the street and number of the premises on which the structure will be situated, and if such mode of description is not practicable, then reference shall be made to lot numbers, streets, alleys and other public highways in the vicinity, or to other buildings, premises and surroundings as will adequately indicate the location of such structure.
(b) All construction, erection, or renovation of any building, or addition thereto, must be commenced within six months of application date, and must be completed within one year. For good cause shown, permits can be extended by application to the Director of Public Safety and Service.
(c) Building Permits will be required for the New Construction of:
(1) Buildings and Building Additions (residential and commercial)
(2) Porches and Ramps
(3) Decks and Patios
(4) Storage Sheds and all accessory structures that are fifty square feet or larger
(5) Detached Garages
(6) Gazebos and Pergolas
(7) Driveways and Parking Areas
(8) Sidewalks
(9) Fences
(10) Signs
(11) Swimming Pools with filter/pump
(12) Carports
(13) Solid Fuel Fired Outdoor Heating Devices (wood furnaces)
(14) Telecommunication towers and associated structures
(15) Mobile Homes
(16) Modular Homes
(17) Retaining Walls
(18) Any other new construction not described above when the construction cost is above five thousand dollars ($5,000.00).
(d) Building Permits will be required for modifications to existing buildings that involve a change to basic material or a change of size in the modification including but not limited to the following:
(1) Replacement roofing and roof structures
(2) Sign Face Replacement
(3) Basement Remodel included adding kitchens, bathrooms, and wet bars
(4) Repairs to buildings
(e) Building Permits will not be required for the projects described below provided they do not fall under section above:
(1) Painting - interior or exterior
(2) Driveway sealing
(3) Sealing of Masonry
(4) Repairs to decks, porches, ramps, or steps
(5) Flooring work including ceramic, vinyl, and carpeting
(6) Building Insulation - wall and attic
(7) Temporary accessory structure ie: playhouses and storage sheds less than fifty square feet.
(8) Factory equipment
(9) New Furnace or Water Heater
(10) New Electrical Service
(11) Wading Pools or Kiddie Pools (less than thirty inches deep)
