The Civil Service Commission of the City is permitted to administer competitive examinations to civil service applicants who are not residents of the City or the County, provided they become residents of the County, with residency in the City required after a one-year probationary period, and provided they are United States’ citizens at the time the test is administered for civil service jobs established by the City.
