(a) There is established a Recreation Board with the power to equip, operate and maintain playgrounds, playfields and recreation centers in accordance with Ohio R.C. 755.13 through 755.18.
(b) The employees of the Recreation Board shall consist of a Recreation Director and any other employees that may be determined from time to time by Council. The employees shall receive compensation as fixed by Council.
