§ 150.04 PERMITS.
   (A)   No permit as required by the Building Code shall be issued until the fee prescribed by this section for construction of new buildings, whether residential or commercial, accessory buildings, carports, swimming pools, etc., has been paid, nor shall an amendment to a permit be approved until the additional fee, if any, due to an increase in the estimated cost or area of the building or structure shall have been made.
   (B)   Fees for permits are set out in the list below:

Inspection fees shall be added to each of the above permit fees for all commercial, industrial and other construction.
 
Remodeling
$0 - $25,000 up to lst         $1,000 = $20 then $6.00 per $1,000 or fraction thereof.
$25,001 - $50,000            $150.00 + $3.75 per $1,000 or fraction thereof above $25,000
$50,001 & Higher            $338.00 + $2.75 per $1,000 or fraction thereof above $50,000.
Inspection fees shall be added to each of the above permit fees for all remodeling.
 
Sign Erection
$10.00               Maximum dimension 8' X 8'
Inspection fees shall be added to each of the above permit fees for erection of signs.
 
Removal and Demolition of all Buildings.
Commercial:               $50.00 for a building or structure with less than 5,000 sq. ft. of floor area.   $75.00 if over 5,000 sq. ft. of floor area.
Inspection fees shall be added to each permit for removal and demolition of all buildings.
Residential:             No charge for a building if less than 1,000 sq. ft. of floor area. $20.00 Charge if over 1000 sq. ft. of floor area.
Inspection fees shall be added to each permit for removal and demolition of all buildings with over 1000 sq. ft. of floor area.
Removal Permit:            $20.00 for moving a building from one location to another.
Inspection fees shall be added to each permit for moving a building from one location to another.
 
   (C)   The above permit fees cover the costs of review plans to accomplish the initial on-site inspection of the property, physical observation of the end product to assure general compliance with initial plans, and review of required technical inspection and approvals.
   (D)   Technical inspection requirements. Each and every new construction and remodeling project shall be subject to the appropriate building code of the trade involved (including, but not limited to carpentry, masonry, plumbing, sewage disposal, electrical, heating, and air-conditioning). The property owner shall be responsible for securing such technical inspections at his own expense and presenting them for review by the city's Building Inspector as the work on each technical phase is completed.
   (E)   For purposes of determining the fee for residential construction, floor space shall be defined as any area wherein the ceiling height equals or exceeds six feet six inches, except that for basements or cellars wherein as much as 1/2 of the floor to ceiling height is below the average grade of the adjoining ground, only 1/4 of such area shall be counted as floor space.
   (F)   Applicants for commercial and industrial building permits shall be required to furnish to the Building Inspector an affidavit of the architect or engineer, or where no architect or engineer is employed, of the general contractor, stating the estimated cost of construction. In addition thereto, the Building Inspector may require the applicant to submit his contract or records showing the costs of the construction.
   (G)   The Building Inspector shall be permitted five (5) working days after receiving an application for a building permit in which to investigate the circumstances thereof before issuing a building permit.
   (H)   Each application for a building permit shall list the name or names of the building contractors or the individual himself who will perform such construction.
