§ 31.02 COMPENSATION.
   (A)   Statutory authorization. The legislature of the state has in Chapter 246 of the Kentucky Constitution, KRS 83A.075 delegated the responsibility of compensation of Mayors and Council members to the City Council. Therefore, the City Council does ordain the provisions of this chapter and the rates established are in conformity with the statutory and regulatory limits for a city of the sixth class.
   (B)   Findings of fact. The City Council has the authority of setting the compensation of the City Council members and the Mayor as elected officers. The elected officer’s compensation shall not be changed after his or her election or during his term of office. The City Council is currently compensated at the rate of $360 per year. The City Council is currently compensated at the rate of $720 per year.
   (C)   Statement of purpose and objective. It is the purpose of the chapter to promote the involvement of the most qualified of citizenry of the city in its administration and governance, by encouraging said citizenry to run for the offices of City Council and Mayor, while providing for changes in compensation within the statutory limits by adopting the following:
      (1)   The annual compensation of each City Council member shall be changed to $1,250 per year, effective on January 1, 2023, at the conclusion of the current City Council’s term.
      (2)   The annual compensation of the Mayor shall be changed to $3,000 per year, effective on January 1, 2023, after the conclusion of the current Mayoral term.
