(A) When the Mayor finds that a discharge of wastewater has taken place in violation of prohibitions or limitations of this chapter, or the provisions of a wastewater discharge permit, the Mayor shall issue an order to cease and desist, and direct that these persons not complying with such prohibitions, limit requirements, or provisions to:
(1) Comply forthwith.
(2) Comply in accordance with a time schedule set forth by the City.
(3) Take appropriate remedial or preventive action in the event of a threatened violation.
(4) Surrender his applicable user's permit if ordered to do so after a show cause hearing.
(B) Failure of the Mayor to issue a Cease and Desist Order to a violating user shall not in any way relieve the user from any consequences of a wrongful or illegal discharge.
