§ 50.093 INSPECTION FEE AND TAPPING FEE.
   (A)   An inspection fee and tapping fee for a building sewer installation shall be paid to the City's sewer department at the time the application is filed. Fees shall cover the costs of inspecting new and/or existing plumbing within subject building establishments as well as inspection of building sewers, property sewers, and sewer service lines and connections to the public sewers. The inspection fee and tapping fee shall be set by the Mayor and City Council.
   (B)   Tap fees inside or outside city limits. Sewer tap fees for all apartment houses or mobile home parks served by the city shall be charged at the following rate:

   (D)   Commercial or industrial subdivision sewer taps.

   (E)   Capacity connection fees inside or outside city limits.

   (F)   Plan review for single family residential, apartments and mobile home parks shall be one hundred fifty dollars ($150.00); for subdivisions two hundred dollars ($200.00) and for commercial and/or industrial subdivisions three hundred dollars ($300.00).
   (G)   All fees in subsections (B), (C), (D), (E), (F) are payable in advance. Time and material costs will be billed upon completion of construction of sewer tap.
   (H)   Repairs to any sewer utility property or equipment caused by damage by other parties shall be charged on a time and material cost basis to the party responsible for the damage.
   (I)   Time and material cost charges shall be computed as follows: Time shall be computed for the total number of many hours expended by the city's contractor multiplied by the appropriate hourly rate for each of the contractor's employees. The hourly rate shall include the employee's base rate plus all associated costs including taxes, insurance and fringe benefits.
   (J)   Tap fees for new construction.
      (1)   Tap fees for new construction, residential equals two thousand dollars ($2,000). All new tie-in construction on main sewer lines will be performed by the city up to the property line. Any person(s) found cutting into the main sewer lines will be fined no less than one hundred dollars ($100) and no more than one thousand dollars ($1,000) and assumes repair and/or replacement costs, paid in full prior to restoration of service.
      (2)   Tap fees for new construction, businesses, equals two thousand dollars ($2,000). Construction of all new tie ins will be performed by the city up to the property line. Re-connection fees for all properties owners, equals two hundred and fifty dollars ($250).
   Material shall be computed on the basis of current purchase cost to the city for all materials, equipment, and supplies used.
