The Chairperson of the Board of Trustees shall issue a proclamation, at least 90 days prior to the state-wide primary, designating all offices to be filled by a vote of the electors of the municipality or the special issues to be submitted for the approval or rejection of such electors, at any general election, and transmit the same to the Village Clerk for filing. In the event of a special election, such proclamation shall be issued at least ten days prior to the election.
