351.17 DESIGNATED NO PARKING AREAS; TEMPORARY PARKING RESTRICTIONS.
   (a)   The Cortland City Council hereby adopts the Service Director's recommendation to increase the number of "No Parking Areas" within the City in which parking shall be strictly prohibited.
   (b)   The following locations shall hereinafter be declared "No Parking Areas" and marked as such, to wit:
      (1)   No person shall stand or park a vehicle on the south side of Portal, Hillman, and Natale streets in their entirety.
      (2)   No person shall stand or park a vehicle on Wakefield Drive, both north and south side, in its entirety.
      (3)   No person shall stand or park a vehicle on Lakeview Drive, both east and west side, from Portal south to Greenbriar.
      (4)   No person shall stand or park a vehicle on the north sides of Portal, Hillman and Natale Streets in their entirety, Monday thru Friday from 7:00 a.m. to 9:00 a.m. and from 2:00 p.m. to 4:00 p.m.
      (5)   No person shall stand or park a vehicle on the north side of Pearl Street from North High Street to Erie Street.
   (c)   The Service Director is hereby authorized to temporarily restrict or prohibit parking and/or restrict or prohibit vehicle traffic on, across or through any designated City street or streets for purpose of repair and/or maintenance.
   (d)   As used in this section, "repair and/or maintenance" means, but is not confined to, snow removal, street cleaning, leaf removal, street paving or resurfacing, street repairs, drainage repairs, and/or for special events or parades.
   (e)   The Service Director shall designate the street or streets to be restricted by reasonable public announcement, and/or properly mark such designated street or streets except for purpose of snow removal.
   (f)   Parking within these areas designated and marked as no parking shall be strictly prohibited.
   (g)   Any motor vehicle found parked and unattended shall be towed at the owner's expense.
   (h)   Any person who violates any provision of this ordinance or who violates or fails to comply with any order of a fire or police officer made hereunder shall be guilty of a minor misdemeanor for each and every such violation hereunder.
