(a) The Mayor shall restore the Civil Service rights of any employee whose service was interrupted by military service upon application by the veteran within one year of honorable discharge from military service.
(b) A classified employee voluntarily separated from employment without misconduct or delinquency on his part may, with consent of the Civil Service Commission be reinstated within one year of separation to a vacancy in the same or similar office.
