(a) The Mayor shall establish the date, time, and place for a meeting following the effective date of this ordinance and thereafter every two years beginning January 1, 1984 for the purpose of organization of the Commission. At the meeting, the Commission shall organize under a Chairman and Vice-Chairman elected from among its members for a term of two years. The Commission shall appoint a Secretary who may or may not be a member of the Commission. The Commission shall adopt its own operating rules and regulations.
(b) City Council shall appropriate funds necessary for the operation of this Commission.
