(a) All individuals, contractors or businesses providing a service on behalf of the City and on City premises, prior to authorization of the service, shall apply:
(1) A current certificate of general liability insurance naming the City as a certificate holder in a form and amount acceptable to the Law Director, and
(2) A copy of the employer’s certificate of coverage for Workers’ Compensation.
(b) This section shall not apply to vendors and/or transporters supplying products, supplies or utilities.
(c) All contracts for tangible improvement to the infrastructure of the City that are subject to public bidding shall include a requirement for a performance bond in an amount and form acceptable to the Law Director.
(d) The requirements of providing proof of insurance, proof of Workers’ Compensation coverage and proper bonding contained in this section are a condition precedent to the City releasing the payment for the performance of the service.
