(a) Council shall meet in regular session at Council Chambers on the first and third Mondays of each month at the time set by rules of Council. Should any holiday fall upon a date for a regular meeting, Council shall appoint another date within the same month in lieu thereof.
(b) The Mayor or any three members of Council may call special meetings upon at least twelve hours notice to each member, served personally or left at his usual place of residence.
