(a) The Parks and Recreation Board shall have general policy making, planning and administrative power over all parks, playgrounds, play fields, gymnasiums, swimming pools, indoor recreation centers, and any other lands for buildings owned by the Municipality for recreational purposes, determination of work to be performed, and items of equipment and supplies needed, subject to the appropriations of Council, and such other powers and duties as may be conferred upon it by Council not inconsistent herewith.
(b) Labor and equipment to perform the work shall be supplied by, and shall be under the supervision of, the Director of Public Service, who shall also be responsible for the purchasing function.
