At 7:00 p.m. on the second day of January of each even numbered year (or if such date be a Saturday or Sunday, then the following business day), Council shall meet in Council Chambers for the purpose of organization. At such organization meeting Council shall by a majority vote elect from its membership a President of Council and a Vice President of Council, each to serve for a term of two (2) years, shall serve one year only. The Mayor, or a person appointed by the Mayor, shall preside as temporary chairman, and only until the President of Council is elected as the first item of business.
The President of Council or in his absence the Vice President of Council, shall preside at all meetings of Council.
The President and Vice President of Council, neither by virtue of holding such office nor in performing the duties of Acting Mayor as provided in this Charter shall be deprived of their powers and rights, or be relieved of any of their duties or obligations as Members of Council.
