1501.11 AMENDMENTS.
   (a)   No Parking Fire Lanes.
      (1)    The Fire Official may require and designate public or private fire lanes as deemed necessary for the efficient and effective use of fire department apparatus.
      (2)    Designated Fire Lanes shall be maintained free of obstructions and vehicles and marked in a manner prescribed by the fire official.
      (3)    It shall be unlawful for any person to block any marked fire lane within the City limits as determined by the Fire Chief and in the locations identified herein as fire lanes.
         A.   On the east side of Park Ave., from the intersection of Main St., and Park Ave., to the intersection of Park Ave. and Market St.
         B.   On the west side of Park Ave. from Lattin St. to Main St.
         C.   On the South Bank St. from the intersection of South Bank St. and West Main St. to the rear of the building located at 205 W. Main St. on the east side of South Bank St., and from the intersection of South Bank St. and West Main St. to the rear of the building located at 217 W. Main St. on the west side of South Bank St.
         D.   On St. Andrews from East Main St. to the end of the grass median.
         E.   Debra Place - cul-de-sac
         F.   Wendy Place- cul-de-sac
         G.   Southside of Evon Circle from Southdale to the cul-de-sac
      (4)   The Fire Chief is hereby authorized to temporarily restrict or prohibit parking and/or restrict or prohibit vehicle traffic on, across or through any designated City street or streets during any special event or events which may impede the efficiency and effective use of firefighting or other emergency apparatus.
      (5)    The Fire Chief is authorized to designate fire lanes to be identified in a manner consistent with the applicable Ohio Revised Code and/or Ohio Fire Code requirement for striping and/or signage.
      (6)    The parking at any time within these areas designated and marked as fire lanes shall strictly be prohibited. Any motor vehicle found parked and/or unattended may be towed at the owner's expense.
      (7)    Any person who violates any provision of this chapter or who violates or fails to comply with any order of a fire or police officer made hereunder shall be guilty of a minor misdemeanor for each and every such violation hereunder and additionally required under 1501.99 .
   (b)   Fire Hydrants.
      (1)    Where required, type and configuration.
         A.   In addition to the requirements contained with the Ohio Fire Code, and adopted standards, the Cortland Fire Chief shall have the authority to designate the location of private fire hydrants required within the City.
         B.   The Cortland Fire Chief shall recommend to the chief administrative official of the City, the location or relocation of new or existing fire hydrants and the placement or replacement of inadequate water mains located upon public property, including the public way and deemed necessary to provide an adequate fire flow and distribution pattern.
         C.   The calculation of hydrant fire flow requirements for buildings or portions of buildings and facilities shall be determined by a method approved by the Cortland Fire Chief and as adopted for use in the Cortland Fire Code.
         D.   Any public or private fire hydrants shall not be placed into, or removed from service until approved by the Chief of the Cortland Fire Department or his designee.
         E.   The requirements for size, type and configuration of public or private fire hydrants, including approved thread or fire hose connection appurtenances shall be exclusively determined by the Cortland Fire Chief. The approved hydrant technical requirements shall be kept on file in the office of the Cortland Fire Chief and the Service Director of the City.
      (2)    Blocking fire hydrants and fire department connections.
         A.   It shall be unlawful to obscure from view, damage, deface, obstruct or restrict the access to any fire hydrant or any Fire Department connection for the pressurization of fire suppression systems, including fire hydrants and fire department connections located on public or private streets and access lanes or on private property. If, upon the expiration of the time mentioned in. a notice of violation, obstructions or encroachments are not removed, the Fire Prevention Code Official shall proceed to remove the same. Cost incurred in the performance of necessary work shall be paid from the Municipal Treasury on certificate of the Fire Prevention Code Official and with the approval of the chief administrative official; and the legal authority of the Municipality shall institute appropriate action for the recovery of such costs.
      (3)    Hydrant use permit.
         A.   A person shall not use or operate any fire hydrant intended for use of the Fire Department for fire suppression purposes, unless such person first secures a permit for such use from the fire official and the water company having jurisdiction. This section shall not apply to the use of such hydrants by a person employed by, and authorized to make such use by, the water company having jurisdiction.
      (4)   Vehicles crossing fire hose.
         A.   A vehicle shall not be driven or propelled over any unprotected fire hose of the fire department when laid down on any street, alleyway, private drive or any other vehicular roadway without the consent of the Fire Official in command of emergency operations.
      (5)    Maintenance of fire hydrants.
         A.   A person shall not obstruct, remove, tamper with or otherwise disturb any fire hydrant or fire appliance required to be installed or maintained under the provisions of the Cortland Fire Code and/or Ohio Fire Code, except for the purposes of extinguishing a fire, training or testing, recharging or making necessary repairs or when permitted by the fire official.
         B.   Whenever a fire appliance is removed as herein permitted, it shall be replaced or re-installed as soon as the purpose for which it was removed has been accomplished. Defective and non-approved fire appliances or equipment shall be replaced or repaired as directed by the fire official.
