The rules and regulations as set forth in this section are hereby determined to be necessary to protect the health, safety and morals of the Municipality and its inhabitants. In addition to any penalty as provided in Section 951.99, the Cortland City Police have the authority to arrest, issue citations, issue trespass warnings, and ban from the parks any person in violation of these rules and regulations.
