951.01 RULES AND REGULATIONS.

   (a)   The rules and regulations hereinafter enumerated are the official rules and regulations to guide users at park and recreation areas in proper conduct for the enjoyment of all other users of park and recreation areas and for the preservation of municipal property.

   (b)   Hours. Parks are open from 5:00 a.m. until 11:00 p.m.

   (c)   Restricted Activities.

      (1)   Engaging in fighting for sport or entertainment is not permitted.

      (2)   Engine powered models and toys are not permitted.

      (3)   Overnight camping or sleeping is not permitted.

      (4)   Soliciting for sale, soliciting contributions or begging is not permitted.

   (d)   Animals.

      (1)   Animals must be leashed, shall not excite fear or otherwise disturb others.

      (2)   Excrement must be removed and disposed of properly using tools or supplies provided by the animal’s handler.

      (3)   Animals shall not be permitted on any athletic field, court or playground surface and/or equipment.

   (e)   Removal and Damage of Property.

      (1)   Removal, damage or defacing of buildings, structures, natural features, plants, flowers and lawn areas is prohibited.

      (2)   Collection of leaves that have dropped from trees is permitted.

   (f)   Depositing of Materials.

      (1)   Discarding of materials in parks or park dumpsters is prohibited.

      (2)   Trash from park use may be deposited in containers provided or taken with you.

   (g)   Fires. Fires in the park are prohibited except in designated grills which must be attended to at all times. Firewood must not be gathered in the park.

   (h)   Weapons. No unlawful possession of firearms, other deadly weapons, BB guns, archery equipment, including cross bows, pellet guns, explosive devices or fireworks is permitted in the park.

   (i)   Commercial Activities.

      (1)   No person may conduct commercial activities, charge admission or operate games of chance.

      (2)   Advertisements, handbills, placards or posters of any description are not permitted.

   (j)   Traffic.

      (1)   Motor vehicles, motorcycles and mopeds are not permitted off of designated roads and parking areas.

      (2)   A vehicle left in the park overnight is subject to citation and tow.

      (3)   Mini-bikes, dirt bikes and ATVs are not permitted in the parks.

      (4)   Vehicle maintenance other than repairs necessitated by an emergency is not permitted.

   (k)   Conduct.

      (1)   Persons may not act in a dangerous, disruptive, offensive or noisy manner affecting the safety, peace and good order of the parks and park visitors.

      (2)   Loitering in cars, parking areas, and any other area within the park is not permitted.
