(a) This chapter recognizes the existence of signs erected prior to the passage of this chapter which do not conform to the provisions of said chapter. It is the intent of this chapter to permit their continued existence until such time as they are removed or discontinued, but not to encourage their continued existence.
(b) Non-conforming signs shall not be permitted to be expanded upon, or altered.
