1321.15 LOCATION, NUMBER, SIZE AND CONSTRUCTION SIGNS
   (a)    No sign mounted five (5) feet or higher above existing grade level shall swing from a bar, be attached to another sign, be attached to an awning, or fastened in any manner which may be deemed to be insecure and unsafe. All signs shall be securely fastened to the structure which supports them.
   (b)    No sign attached to any building shall extend past the edge of the roof or its peak of the building structure to which it is attached.
   (c)    Number of Signs Permitted:
      (1)    Single occupant commercial/industrial establishments:
         A.   Not more than one (1) ground mounted or pole-mounted sign and not more than one (1) building wall-mounted or marquee-type sign, meeting the size requirements of this section shall be permitted on any one parcel of land containing one single building with one single occupant.
         B.   For purposes of determination of numbers of each type of sign, any painted wall sign, awning lettered sign, separate wall-mounted sign, or separate marquee-type sign shall be construed as being a building sign, and any sign separate from the building property shall be construed as a ground or pole-mounted sign, except as exempted in other sections herein.
      (2)    For multiple occupant, single-building commercial/industrial establishments:
         A.   Not more than one (1) ground-mounted or pole-mounted sign, meeting the size requirements of this section shall be permitted on any one parcel of land containing one single building. Not more than one (1) building wall-mounted or marquee-type sign, meeting the size requirements of this section shall be permitted for each tenant of the building in a multiple-tenant building.
         B.   For purposes of determination of numbers of each type of sign, any painted wall sign, awning lettered sign, separate wall-mounted sign, or separate marquee-type sign shall be construed as being a building sign, and any sign separate from the building proper shall be construed as a ground or pole-mounted sign, except as exempted in other sections herein.
      (3)    Parcels containing multiple buildings, with one or more occupants per building:
         A.   Not more than one (1) ground-mounted or pole-mounted sign per building, meeting the size requirements of this section shall be permitted on any one parcel of land containing multiple buildings with one or more occupants. Not more than one (1) building wall-mounted or marquee-type sign, meeting the size requirements of this section, shall be permitted per occupant of each building.
         B.   For purposes of determination of numbers of each type of sign, any painted wall sign, awning lettered sign, separate wall-mounted sign, or separate marquee-type sign shall be construed as being a building sign, and any sign separate from the building proper shall be construed as being a building sign, and any sign separate from the building proper shall be construed as a ground-or-pole-mounted sign, except as exempted in other sections herein.
   (d)    Size of Sign Permitted.
      (1)    Pole-mounted signs shall contain not more than two faces, and each face shall be no larger than thirty-two (32) square feet in area and no taller than 12 feet in height where there are no more than three (3) occupants in a complex. No larger than forty-eight (48) square feet in area and no taller than 14 feet where there are more than three (3) occupants, and no larger than sixty (60) square feet in area and no taller than 16 feet where there are more than ten (10) occupants.
      (2)    Ground mounted signs shall contain not more than two faces, and each face shall be no larger than forty-eight (48) square feet in area where there are no more than three (3) occupants in a complex. No larger than sixty (60) square feet in area where there are more than three (3) occupants, and no larger than seventy-two (72) square feet in area where there are more than ten (10) occupants.
      (3)    Building wall-mounted signs shall be no larger than one and one-half (1- 1/2) square feet per lineal foot of store or tenant occupancy frontage on the side of the building upon which the sign is affixed.
      (4)   Marquee-type signs shall contain no more than two (2) faces, each not larger than ten (10) square feet in area.
      (5)   The highest point of any ground mounted sign may not exceed a height of ten (10) feet above ground level.
      (6)   The size of each face of a ground mounted sign can be increased by one (1) square foot for each additional foot the sign is set back from the right-of- way line.
   (e)    Location of Signs.
      (1)    Except as noted otherwise herein, no sign shall be placed so as to obstruct any window, door, fire escape, balcony, platform, stairway, ladder, vent, or other means of ingress or egress to a building.
      (2)    No sign shall be erected so as to obstruct traffic sight lines or traffic control devices, nor shall any sign be attached to any utility pole, traffic control device or street marker.
      (3)    No signs shall be permitted to extend closer than one foot from the right-of-way.
   (f)   Construction of Signs.
      (1)    No sign located so as to be visible from the street or public way shall resemble a traffic control device.
      (2)    No sign shall contain any moving parts or components.
      (3)    No sign shall contain flashing or intermittent lights, directional devices, etc.
      (4)    Illuminated signs shall be constructed in compliance with the National Electric Code, all applicable state and local codes. Such construction shall extend to the wiring from the source of power to and through the sign.
      (5)    Illuminated signs shall have no more than 15 watts per square foot of illumination.
      (6)    Changeable copy signs are permitted on permanent pole mounted, ground mounted and wall signs subject to the area restrictions of this section. (Ord. 0-19-09. Passed 5-18-09.)
