1321.14 COMMERCIAL/BUSINESS DISTRICTS.
   (a)    All new signs in any Commercial Business Districts for any businesses shall be approved by the Building, Zoning and Planning Commission.
   (b)    Permanent signs located in any Commercial Business District, requiring no permit, are limited to the following:
      (1)    Memorial signs or tablets, naming building and date of erection. Such signs must be non-illuminated.
      (2)    Signs incidental to legal process and/or necessary for the public welfare.
      (3)    Nameplates, not more than one and one-half square foot in area, listing only the name of the resident, name of the building, title of the person practicing a profession within, and/or the name of the agency. Such signs shall be mounted flush with the building and in the same plane as the wall or structure to which they are fastened.
   (c)   All signs in any Commercial Business Districts for new businesses shall be approved by the Building, Zoning and Planning Commission.
