(a) The City Service Department shall employ no more than eleven persons in its department exclusive of the Service Director from the date of passage until July 31, 2008. Thereafter, the Service Department shall employ no more than ten persons in its department exclusive of the Service Director.
(b) The Service Department shall continue under the supervision of a Service Director employed by this Council, reviewed annually and according to terms and conditions established by this Council and which positions will be unaffected by the terms of this section.
