(a) The fees imposed by this chapter shall be collected on the water and sewer billing and shall be separately set forth and billed together with each utility bill issued for property located in the City of Cortland. Billing and collection of the fees shall begin in July 2007 with the fee for July 2007 to be included with the utility bill issued for usage from the same period.
(b) The property owner or his agent shall be billed for the storm water utility. The City shall be notified in writing by the property owner or his designate. Accounts unpaid by the tenant or his agent shall be the responsibility of the property owner.
