1321.01 DEFINITIONS.
   (a)    Sign. The word "sign" used in this chapter, means any display, figure, painting, drawings, placard, poster, or other device visible and intended to be seen from a public way which is designed primarily to inform the public or attract the attention of persons not on the premise on which said device is located.
   (b)    Occupant. The word "occupant" as used in this chapter means any person owning, renting, leasing or occupying a building or part thereof for the purpose of carrying on business therein.
   (c)    Political Sign. The term "political sign" as used in this chapter means signs of any type used for announcements of candidates running for political office, and issues on local, state or national election ballots.
   (d)    Real Estate Sign. The term "real estate sign" as used in this chapter, shall mean any sign advertising the sale of property or other real estate parcels, or advertising the lease or other availability of such parcels or property, placed at the location of the subject property, whether by any agency or by the land owner, and shall include both temporary and permanent signs of this nature.
   (e)    Freestanding Sign. The term "freestanding sign" as used in this chapter, means any sign mounted to a permanent foundation separate and distinct from the building or other structures on the property on which it is used.
   (f)    Wall Sign. The term "wall sign" as used in this chapter, shall mean any sign affixed to any wall or structural portion of a building, having only one face, that face being in the same plane as the wall or structure to which it is attached, and projecting not more than 6" out from the wall.
   (g)    Marquee Sign. The term "marquee sign" as used in this chapter, shall mean any sign affixed to any wall, roof support, or canopy of a building, having either one or two faces, those faces being at right angles to the plane of the wall, roof or canopy structure to which the sign is attached.
   (h)    Right-of-Way. The strip of land over which facilities such as highway, railroad and public utilities are built.
   (i)    Bill Board. A structure for the display of advertisements in public places or alongside highways.
   (j)   Construction Project. A major or minor subdivision project or newly constructed commercial building.
   (k)   Electronically Variable Message Sign. Any sign or area within a sign in which message content in the display may be changed by electronic means.
   (l)   Changeable copy sign. Means a sign which has at least some portion with letters, or illustrations that can be changed or rearranged without altering the face or the surface of the sign.
   (m)    Supplemental Commercial Sign. Means a temporary, portable sign relating to activities on a commercial property.
   (n)    Project sign. means a sign indicating the promotion, development, and/or construction on the property on which it is located and generally includes information relating to that specific project. (Ord. 0-19-09. Passed 5-18-09.)
