921.06 WATER RATES AND CHARGES.
   (a)   There shall be charged a minimum of five dollars and sixty-five cents ($5.65) per one-thousand gallons.
 
   (b)   There shall be charged a minimum charge of forty-one dollars and ninety cents ($41.90) per quarter for the first 6,000 gallons of water per billing unit provided or thirteen dollars and ninety-seven cents ($13.97) per month for the first 2,000 gallons of water per billing unit provided and five dollars and sixty-five cents ($5.65) per thousand gallons used over the minimum.
   
   (c)   A fee of twenty dollars ($20.00) shall be charged for each turning on and twenty dollars ($20.00) for each turning off the water service in an established account in the event the water service was turned off or on for vacation purposes or to suspend water service for any other purpose requested by the owner. All requests to turn off or to turn on the water service in an established account shall be made in writing three (3) working days in advance of the intended turn off or turn on date to the City of Cortland, Ohio Water Department.
 
   (d)   Any water service account not paid in full upon the due date shall carry a penalty charge of ten percent (10%) until fully paid.
 
   (e)   At any time, the majority of the land, buildings or structures or any of them belonging to any consumer of water being furnished by the City of Cortland, Ohio lie outside of the corporation limits of the City of Cortland, the charge for said water will be one hundred and fifty percent (150%) computed upon the City of Cortland's rates.
 
   (f)   The charge for water used in a bulk capacity, such as: street fair, contractors, well drilling companies, and any other water use considered by the Service Director to be of a bulk nature shall be charged twelve dollars ($12.00) per one-thousand gallons, the method of measurement of which shall be by a hydrant meter or within the discretion of the Service Director. In addition to the bulk water capacity usage fee, there shall be a fifty dollar ($50.00) application fee to establish a bulk water account.
 
   (g)   In a building with multiple uses, each individual apartment or business shall be considered as one (1) billing unit (unless the building's primary use is single family residential, and the restroom facilities are not available to the public. In such case the building will be considered as one (1) billing unit.)
   (h)   The property owner or his agent shall be billed for water services, the City shall be notified in writing by the property owners or his designate. Accounts unpaid by the tenant or his agent shall be the responsibility of the property owner.
   (i)   In multi-dwelling units with only one water meter the property owner or designate shall receive only one bill. There shall be no splitting of the water bill by the City on a single meter. Accounts unpaid by the agent shall be the sole responsibility of the property owner.
   (j)   In multi-unit apartments with one master meter, all units will be assumed to be
occupied unless the Water Department of the City of Cortland, Ohio is notified otherwise, and will be billed accordingly. Property owners shall be responsible for all charges.
      (k)   Water service bills will be sent for two consecutive estimated bills when a remote reading cannot be obtained; then the inside meter shall be read by the meter reader. Customers shall make an appointment to have the meter read during regular hours. If arrangements are not made to have the meter read, then service shall be discontinued until the meter is read and a turn-on fee of sixty dollars ($60.00) is paid.
      (l)   Any account sixty (60) days delinquent shall have service discontinued until the account is paid in full and a turn on fee of sixty dollars ($60.00) is paid.
      (m)   There shall be a thirty-five dollar ($35.00) return payment fee.
      (n)   There shall be a ten dollar ($10.00) bank notification of account correction or change fee.
      (o)   There shall be a trip charge of twenty-five dollars ($25.00) for delinquent accounts where the water is not shut off.
      (p)   There shall be a per trip charge of ten dollars ($10.00) to turn-on and ten dollars ($10.00) to turn-off water service during regular working hours. The service charge will be one-hundred seventy-five dollars ($175.00) if work is requested to be performed after work hours.
      (q)   There shall be a trip charge of one-hundred twenty-five dollars ($125.00) to turn-off water for a customer that turns on water that has been discontinued for non-payment. This charge is in addition to the sixty dollar ($60.00) turn on fee.
      (r)   There shall be a service charge of one-hundred seventy-five dollars ($175.00) to replace a meter that has been damaged by water freezing within the meter.
