All cuts across roads and streets shall be backfilled with material such as granulated slag or sand, but excluding the use of soil for backfill, packed firmly to within eleven inches of the top of the road, with a minimum of eight inches of concrete extending six inches on each side of the cut and three inches of topping of the same material as the existing road or street.
