In building or constructing a new street or roadway for public use and acceptance thereafter by the Municipality for maintenance, the following specifications shall be employed and followed:
(a) All top soil must be removed and the subgrade so graded as to leave a crown of at least three inches. Such graded area shall be twenty-seven feet in width.
(b) The improved road or street shall not be less than twenty-seven feet in width and the traveled surface not less than twenty-five feet, including curbing, and shall be centered in the right of way.
(c) The base course shall be constructed of No. 1 and No. 2 slag compacted to a minimum depth of eight inches. The base course shall be bound and sealed with 703 slag, after which a binder course shall be constructed of granulated slag compacted to a minimum depth of two inches and the variation of the surface from the testing edge of a ten foot straight edge shall not exceed three-fourths of an inch when laid parallel to the centerline. All compaction shall be completed with a ten ton roller or its equivalent. The base shall be the same for flexible or rigid pavement.
(d) Flexible pavement wearing course shall be of asphalt concrete applied in two courses. The first or base course shall be of 402 or 403 asphalt concrete compacted to a minimum depth of two inches. Finish or wearing course shall be of 404 or 412 asphalt concrete compacted to a minimum depth of one inch.
All compaction shall be completed with a ten ton tandem roller or its equivalent. The surface variations shall not exceed one-fourth of an inch in ten feet from the testing edge of a straight edge when laid parallel to the center line. When a finish course is not put down on the base course within one week or where soil is on the base course, the base must be swept with a rotary broom and tack coat applied. The minimum air temperature for one to three inches is forty degrees fahrenheit.
(e) Rigid pavement wearing surface shall be of Portland Cement Concrete applied to a depth of eight inches, and reinforcement rods shall be used. All work shall conform to Ohio Department of Highways, Construction and Material specifications sections 450 to 499.06.
(f) Curbing shall be constructed of Portland Cement Concrete or equal quality cement. Extruded curbs will be reinforced and pinned at all driveways and at the ends, a distance of fifteen feet.
One of the following methods may be used:

(g) All streets shall have twelve inches minimum storm sewers along each side of the street at a depth of three to four feet or as approved by Street Superintendent. Catch basin of appropriate size and structure, shall be located at intervals of 350 feet maximum and shall be positioned to insure proper drainage of street.
(1) All sump pump drains and eavespouts or gutter drains must be connected to storm sewers.
(2) All catch basin grates shall be of cast iron.

(h) The installation of all dedicated streets within a given plat is the responsibility of the developer. All stub streets dedicated within a given plat, leading to adjacent property must be installed at the same time the street from which it originates is installed.
