Any person desiring the establishment of new streets shall prepare or cause to be prepared a plat or map of such new streets or roadway showing the location, name, grade, cross-section, drainage, street lights, and the location of water mains, sanitary sewer, fire hydrants and other utilities. Such plat or map shall be prepared and signed by a registered engineer or surveyor; and shall show the Planning, Zoning and Building Commission of the City a right of way of not less than fifty feet in width.
