(a) No person, firm or corporation shall drill, construct, reopen, convert, plug back, plug, use, operate, maintain, repair, abandon or remove waste materials from any oil or gas well within the limits of the City in such a manner as to be injurious, noxious, offensive or dangerous to the health, safety, welfare, comfort or property of individuals or of the public.
(b) At all times any equipment and machinery shall be operated and maintained in such a manner as to minimize dust, noise and vibration.
(c) All permanent pumps and or compressors shall be chosen with due regard to minimization of potential harmful acoustic level upon adjacent properties.
(d) All drilling operations shall be muffled with appropriate muffling devices so as to prevent unreasonable noise from disturbing neighboring residence or property owners and all light shall be shielded so as to minimize the effect on neighboring residence of property owners.
(e) All production pumping units and compression equipment shall be electrically driven when located less than five hundred feet from any residential dwelling.
