761.05 PERMIT REQUIRED; FEES
   (a)   A separate permit is required for each gas and oil well.
 
   (b)   A non-refundable fee of two thousand dollars ($2000.00) payable to the City of Cortland to cover the costs of application review and site inspections must be submitted with the application.
 
   (c)   A cash deposit, irrevocable letter of credit or bond for ten thousand dollar ($10,000) shall be deposited with the City of Cortland to ensure landscaping and restoration and site maintenance complies with this chapter.
 
   (d)   Funds obtained to comply with this section may be released after the completion of drilling operations and restoration upon certification by the City Service Director that no damage has occurred to City streets and all conditions of this Ordinance has been met.
 
   (e)   Prior to the commencement of drilling, each applicant shall place with the Director of Finance a cash bond or surety bond in the amount of twenty thousand dollars ($20,000.00). Such bond shall act as a maintenance bond to cover any damage that may be suffered as a result of the location or operation of a well. This bond shall be held for the life of the well and shall not be released until such well has ceased operation and the operator has notified the Director of Public Service that site restoration will begin.
