The town shall bill each water user, property owner or responsible agent, each calendar month for the water actually used or estimated to be used and adjusted by actual meter readings. The billing for said water service may be combined with town sewer service, irrigation (annually) and garbage collection charges 1 and one bill only rendered to the property occupant, unless the property is unoccupied, then the owner shall be billed. No matter who is billed the property owner shall be responsible for any unpaid services including water, sewer, irrigation, garbage and any and all fees pertaining to the location. Utility payments are due on the fifteenth day of each month. If payment has not been received by the fifteenth day of the month, a delinquent fee will be automatically added to the account and such account will be considered to be in shutoff status. If the full bill is not paid by nine thirty o'clock (9:30) A.M. the twentieth day of the second month, the account will be charged a shutoff fee and the water meter will be turned off. Upon receiving full payment, the account will be reinstated and the water meter will be turned on by five o'clock (5:00) P.M. that same day. (If the fifteenth or twentieth day of the month falls on a Saturday or a Sunday, the following Monday will be treated as the fifteenth or twentieth day of the month.) If it is determined that the meter was tampered with while in shutoff status without seeking approval from a town employee or member of the town council, a tampering fee will be charged and the water meter may be removed. If the water meter is removed, a reconnection fee must be paid prior to reinstatement of water service. If the account remains delinquent for ninety (90) days from the due date, the water connection may be revoked. The town council may work out other payment arrangements for a water user if deemed necessary, through a scheduled appointment at a regular town council meeting. (Ord. 11-02, 11-1-2011)
