No person, member or firm, corporation, partnership or association shall be granted a certificate of compliance for, or own or operate, a retail store for the sale of alcoholic beverages as herein defined if he/she has not been a resident of Putnam County for two (2) years next preceding the filing of the application for a license. If the application is for a corporation or other entity, then all of the stock, ownership interest, and/or membership interest in the entity must be owned by individual(s) who each meet the foregoing residency requirement. No stock, ownership interest, or membership interest in any corporation or other entity may be transferred at any time to any other person who does not meet the foregoing residency requirement
