No person within the corporate limits of the town shall build, keep or maintain any pens, enclosure or other facilities for hogs or pigs on his or her premises or anyone else’s premises; nor shall any person in any way keep or maintain hogs or pigs on his or her premises or anyone else’s premises, except that this section shall not be applicable to anyone maintaining hogs or pigs on an open field or any part thereof which is within the corporate limits of the town, and which is enclosed by a fence, for the purpose only of gleaning the field after the harvest of crops on the field, if the fence enclosure of the field or any part thereof is so that the hogs or pigs cannot roam any closer than 150 feet to any person’s property line on which property there is situated a dwelling or public place of business.
