Every person, group of persons, firm or corporation owning or occupying a dwelling, building or other structure which is used for either human habitation, manufacturing, production of goods or materials, or occupancy for any other purpose within the town situated on a lot or parcel of land which abuts or adjoins a street or other public way, along which is located a municipal water main or line, or to which a water main or line is accessible, shall connect the dwelling, building or structure to the municipal water system of the town. Water from private wells on the property shall not be used for human consumption and habitation nor for manufacturing and other commercial purposes in and at the dwelling, building or other structure.
