It shall be unlawful for any person to tamper with, damage or otherwise to do harm to the water main, pipes, meters, tank or any other apparatus or other part of the municipal water system or to place or cause to be placed any substance or object of any nature whatsoever into the system that will be harmful to the water, block or obstruct or impede the normal flow of the water system. Only authorized personnel of the town are allowed to operate any phase of the municipal water system including cut-off and cut-on valves and matters concerning the water meter.
