(A) Every applicant, lessee or homeowner for water service shall pay a deposit and all other applicable fees. Deposit and additional fees shall be paid prior to service activation and after submission of the service application form.
(B) Where a new water service connection is installed for an applicant (inside or outside town limits) the applicant shall pay all fees associated with said installation.
