The city finance officer shall be charged with the collection of the licenses herein provided for, and application for license accompanied by the fee therefor, shall be filed with the city finance officer. The city finance officer shall prepare all blanks for application and for license, and all books of account in connection with the administration of this chapter shall, so far as is possible, be charged against the funds collected under this chapter.
