In order to ensure the control of the sale of alcoholic beverages by the department of revenue, state of Montana, it is hereby declared necessary to further regulate the sale of alcoholic beverages at retail in conformity with the Montana alcoholic beverage code 1 , and to that end to issue licenses to qualified persons to sell alcoholic beverages and to provide penalties for violation thereof.
