3-1-12: UNLAWFUL BUSINESS, LICENSING PROHIBITED:

The provisions of this chapter shall not be construed to grant permission to carry on or conduct any unlawful business, or to conduct any business in an unlawful manner, or to grant immunity to any business from local, state, or federal lawful regulation and control.
