The mayor shall be the presiding officer of the council and, at the hour appointed for the meeting, the council shall be called to order by the mayor, or in his absence, by the council president, or in the absence of both, by the city finance officer. Upon the appearance of a quorum, the council shall proceed to business in the order as prescribed in section 1-5-5 of this chapter. (1975 Code § 1-5-4; amd. 2015 Code)
