It is determined on the basis of an engineering and traffic investigation that the speed permitted by the state motor vehicle laws on the streets listed in Chapter 75, Schedule VIII, is greater or less, as specified in the schedule, than is necessary for the reasonable or safe operation of vehicles thereon and it is hereby declared that the maximum speed limit shall be as herein designated when signs are erected giving notice thereof.
