(A) Every person convicted of a violation of any of the provisions of this title for which another penalty is not provided shall for the conviction thereof be punished by a fine of not more than $100.
(B) In addition to the foregoing penalty, any police officer, upon discovering any vehicle parked or stopped in violation of this traffic code, may remove the vehicle or cause the same to be removed by private towing contractors approved by the Board of Public Works and Safety to their vehicle impoundment sites where the vehicle shall be released only upon payment for the cost of towing the vehicle away from the place where it was illegally parked or stopped, together with the cost to storage.
