No person shall obstruct or endanger, or place or permit anything to obstruct or endanger the free passage or proper use of the public of any street, sidewalk, crosswalk, bridge, or entrance to any church, school, theater, hotel, or public building, except as may be necessary while loading or unloading merchandise or materials, and except as may be permitted under this chapter.
(A) No person shall for the purpose of display, exhibition, or sale, place or permit or allow the placing of any merchandise or commodity beyond the real estate boundary of the premises occupied by him facing a public highway or sidewalk.
(B) No person shall place any signs along and on the sidewalks or in the area between the sidewalks and curbs of the city.
(C) Enforcement of this chapter shall not violate any constitutional rights.
